Important Announcement

The U.S. District Court, Southern District of California will be upgrading its CM/ECF software to the Next Generation of CM/ECF (NextGen) on March 02, 2020. NextGen is the culmination of a multi-year project headed by the Administrative Office of the U.S. Courts to provide for the current and future filing and case management needs of all CM/ECF users.

What is New for CM/ECF E-Filers in NextGen?

Central Sign-On is a new functionality that will allow attorneys and pro se parties with permission to electronically file ("E-Filers") to maintain one account across all NextGen courts (appellate, bankruptcy, and district). What this means is that E-filers will be able to use one login and password to access all NextGen courts where they have permission to file, as well as to access PACER for all courts.

E-filers must do the following in order to continue to electronically file in NextGen:

1. Obtain your own individual PACER account (click here to learn more) OR Upgrade your existing PACER account (click here to learn more).
2.
Know your current ECF Login and Password. Click here to Reset your current ECF Password.
3.
On or after March 02, 2020, Link your PACER account with ECF.

Important Notice from the U.S. District Court, Southern District of California - Action is Required.

The U.S. District Court, Southern District of California will be upgrading its CM/ECF software to the Next Generation of CM/ECF (NextGen) in the upcoming months. This requires filers to take the following steps to prepare for NextGen in order to continue to electronically file:

1) FILERS WILL NEED TO OBTAIN THEIR OWN INDIVIDUAL UPGRADED PACER ACCOUNTS. (Accounts created after August 11, 2014, are already upgraded accounts.)

Each filer must have a unique individual PACER account. To obtain a new PACER account or upgrade an existing PACER account, please visit pacer.uscourts.gov (select “Register” to obtain a new PACER account; select “Manage My Account” to upgrade an existing account). Shared PACER accounts will not work with NextGen.;

2) FILERS WILL NEED TO KNOW THEIR CURRENT CM/ECF LOGIN AND PASSWORD.

If you do not know your current CM/ECF login or password, please visit www.casd.uscourts.gov/password-reset. You may also email a password reset request to ecfhelp@casd.uscourts.gov. Within your email, please provide the filer’s full name, Bar ID, and primary email address. Reset passwords will only be sent to the CM/ECF primary email address.

Other NextGen Courts:

Attorneys will use their PACER account to access their filing account for all NextGen courts where they have been admitted. All courts live on NextGen are denoted as such on the PACER page Individual Court Sites.

PACER Exemption Status

The U.S. District Court, Southern District of California will be upgrading its CM/ECF software to the Next Generation of CM/ECF (NextGen) on Monday, March 02, 2020. On that date, when accessing the CM/ECF application, attorneys will be prompted to enter their PACER credentials.

CJA Panel Attorneys will only need one PACER account for filing and viewing in NextGen CM/ECF. If you have a separate exempt CJA account now, those exempt privileges will be added to your individual upgraded PACER account.

On or after Monday, March 02, 2020, when viewing documents or docket sheets in a case in which you are appointed, you are required to change your PACER Exemption Status (Select “Utilities”, then “Change PACER Exemption Status”). Each time you log into NextGen CM/ECF, your status will default to Not Exempt. While using the Query option, you also have the ability to toggle between exempt and not exempt by clicking on the link at the bottom of the page. Please Note: Your PACER Exemption Status does not impact the “free look” each attorney of record in a case receives through a Notice of Electronic Filing (NEF) email.

The U.S. District Court, Southern District of California will be upgrading its CM/ECF software to the Next Generation of CM/ECF (NextGen) on March 02, 2020.

On Friday, February 28, 2020, we will begin the process of upgrading our current CM/ECF application to the Next Generation of CM/ECF (NextGen). The application will be unavailable on Friday, February 28, 2020 from 5:00PM PT and will become available on Monday, March 02, 2020.

ATTORNEYS ARE REQUIRED to take the following steps to prepare for NextGen in order to continue to electronically file:

1) BEFORE MARCH 02, 2020 - ATTORNEYS WILL NEED TO OBTAIN THEIR OWN INDIVIDUAL UPGRADED PACER ACCOUNTS. (Accounts created after August 11, 2014, are already upgraded accounts.) Each attorney must have a unique individual PACER account. Shared PACER accounts will not work with NextGen. Failure to complete the steps above will prevent online filing after NextGen goes live on Monday, March 02, 2020. PLEASE NOTE: CM/ECF e-filing for the Southern District of California will suspend operations on Friday, February 28, 2020 at 5:00PM PT when the conversion to NextGen CM/ECF begins. Documents with special circumstances will be accepted via email to ecfhelp@casd.uscourts.gov. These documents will be limited to those with a statute of limitations deadline, emergency injunctive relief, and notices of appeal. Documents submitted by email will be deemed filed as of the date they were received, and will be entered on the docket by the Clerk’s Office as soon as practical. Information will be posted on our website notifying the public when NextGen CM/ECF is operational.
